Two-Building Complex to Feature 130 Affordable Rental Units Plus Retail and Community Space

BROOKLYN, N.Y. (October 2016) – New York City officials joined with MacQuesten Development, LLC on October 13th to celebrate the groundbreaking for Van Sinderen Plaza, an exciting new project that will transform two vacant lots into a mixed-use complex featuring high-quality affordable rental apartments and retail space in the East New York section of Brooklyn.

The 155,000-square-foot complex will include 130 affordable rental apartments and more than 20,000 square feet of retail and community space. Located at 679 Van Sinderen Avenue and New Lots Avenue, the two-building complex is receiving funding from the New York City Housing Development Corporation (HDC) and the New York City Department of Housing Preservation & Development (HPD) through Mayor Bill de Blasio’s Housing New York: a Five-Borough, Ten-Year Plan. Event Hails Ribbon-Cutting for Phase II, Groundbreaking for Phase III

 NEW ROCHELLE, N.Y. (April 21, 2016) – MacQuesten Development, LLC, in partnership with the New Rochelle Municipal Housing Authority and New York State Homes and Community Renewal (HCR), celebrated a pair of milestones today at the Heritage Homes complex, a three-phase development along Brook Street and Winthrop Avenue involving the construction of 228 affordable apartments and townhouses on the former site of the Hartley Houses public housing project.

The celebration, attended by state, county and city officials, began with a ribbon-cutting ceremony at Heritage Homes Phase II, which has added 56 affordable housing units to the 131 Phase I units completed in 2013. Following the Phase II ribbon-cutting, a groundbreaking ceremony was held for Heritage Homes Phase III, which will add another 41 affordable units. (October 16, 2015) – Borough and City officials joined with MacQuesten Development, LLC and the Union Grove Community Economic Development Corporation (UGCEDC) today to celebrate the Grand Opening of Mother Arnetta Crawford Housing, a new apartment complex that is helping to transform the neighborhood by providing residents with high-quality, affordable rental housing.

Located at 1500 Hoe Avenue, Mother Arnetta Crawford Housing is a seven-story, 78,000-square-foot building with 84 one- and two-bedroom affordable apartments. Amenities include two indoor recreation rooms, one on the seventh floor offering views of the Manhattan skyline; a secure outdoor play area; and a secure ground-floor parking area. The attractively designed building features LEED Silver Level design and construction, minimizing its impact on the environment.

Women in Real Estate Development: Meet Rella Fogliano


On December 10th, 2014, the New York Housing Conference (NYHC) and the National Housing Conference (NHC) named Rella Fogliano, President of The MacQuesten Companies, Developer of the Year.

As the daughter of prominent general contractor Sabino Fogliano, Ms. Fogliano was introduced to the real estate development industry at a young age. As a teenager she worked closely with her father on every aspect of the business, from “assisting project managers to manually preparing the American Institute of Architects forms”.

However, after graduating from Fordham University, Ms. Fogliano knew that the construction business wasn’t for her. “I didn’t want to develop projects with someone else’s vision, I wanted to do it for myself,” she said.

Distressed by the lack of affordable housing in the Bronx, Ms. Fogliano made it her mission to make a difference. She spent the 1990’s developing her father’s properties into affordable housing projects. Ms. Fogliano launched The MacQuesten Companies in 2003, making her mark on the New York State real estate development landscape.

Ms. Fogliano admits that that her role as the leading female developer of affordable housing in New York State is not always easy.

MacQuesten Development Leads the Way for Beautiful, Affordable Housing in Westchester County


Rella Fogliano, President of MacQuesten Development LLC, and the leading developer of affordable housing in New York State, believes that luxurious housing should not be reserved only for the rich.

“I see a need for affordable housing in Westchester,” said Fogliano, “and they should be beautiful—no different than luxurious developments. I love the challenge.”

The development company’s most recent challenge includes the transformation of the Hartley Houses—New Rochelle’s crumbling, sixty-year old, low-income housing project—into Heritage Homes, a beautiful modern development that tenants are proud to call home.

The aging Hartley Houses were in desperate need of repair before MacQuesten Development came to the rescue. Fogliano cited problems ranging from outdated mechanical systems, to oil heat, to non-compliance with provisions of the Americans with Disabilities Act. Public halls and unreliable elevators made security an ongoing concern.

“We were attracted to the opportunity to provide residents with better housing options. With our construction, the residents will have an opportunity to live in dignified, but affordable housing,” she said.

MacQuesten completed the first phase of the three-phase remake in June of 2013. The $37 million Heritage Homes development comprises 131 rental apartments: 14 studios and 36 one-bedroom apartments in a four-story building with laundries on each floor, and 80 two-bedroom townhouse style apartments. Ground floor units are wheelchair accessible. Rents range from $896 for a studio to $1381 for a two-bedroom duplex townhouse.

New Mixed-Used Development Project to Transform Downtown Mount Vernon, Create Jobs


MacQuesten Development LLC is spearheading the development of The Modern, a mixed-use development project, designed to transform Mount Vernon’s gritty, industrial, downtown area into a vibrant, respectable neighborhood with homes and shops. It is part of the transit-oriented renewal of the downtown Mount Vernon corridor.

The 98,000 square feet, 11-story mixed-use building, is located at 130 Mount Vernon Ave, in Mount Vernon, New York (lower Westchester County). The Modern will comprise 80 affordable rental units, a ground-floor retail component, and 9,300 square feet designated for offices and community space.

All apartments are wheelchair accessible, with 22 reserved for disabled tenants. Amenities include 89 parking spaces (indoor/outdoor parking garages), a rooftop recreation space with views of the New York City skyline, and laundry facilities.

The $31.5 million development is expected to create more than 300 jobs in Mount Vernon: 200 construction jobs, and more than 100 permanent jobs after its completion. MacQuesten Development purchased the property for $2 million in 2011.

Rella Fogliano, President of MacQuesten Development, hinted at one possible use for the commercial area during the Modern’s recent groundbreaking ceremony.

“This is such a sweet spot,” Fogliano said. “We’re three blocks away from the Bronx. Fleetwood a little bit to the north,” and, she added, “It’s a perfect location for something medical.”

Fogliano said that using the real estate for health care is “greatly needed in this community if it’s going to be vibrant”, and said it could be the future for “revitalizing a former industrial area”. Read More →
